Pennsylvania has no ESA, voucher, or tax credit usable by home education families as of June 2026. The much-discussed PASS and “Lifeline” scholarship proposals have never been enacted — the November 2025 budget left them out again.
The EITC and OSTC tax-credit programs fund scholarships for tuition at participating schools only; a home education program isn’t a school for those purposes. A notarized affidavit (or unsworn declaration) to your district superintendent before starting and then annually by August 1, with educational objectives by subject. Through the year you keep a portfolio — a log of materials and work samples — plus standardized test results in grades 3, 5, and 8. An approved evaluator reviews the portfolio and interviews your child each year; only the evaluator’s certification goes to the district, due June 30.
You can satisfy the year with 180 days of instruction or 900 hours at the elementary level (990 at secondary). 10Talents tracks days and hours at the same time, so whichever threshold you cross first is documented in your log.
