The Steamboat Legacy Scholarship is universal — every K–12 Wyoming student, $7,000 per child per year — and expressly usable for parent-directed education at home, with pre-K remaining income-tested. It spent its first year frozen: a district court enjoined disbursements in July 2025, and the Wyoming Supreme Court unanimously reversed that injunction on May 14, 2026, letting the state pay families while the 2026–27 cycle proceeds (application timelines were still being finalized as of June 2026 — check the WDE page rather than a printed date).
The caveat that belongs in every Steamboat conversation: the Supreme Court ruled on the injunction, not the constitution — the underlying challenge continues in district court, and awards could end if the program is ultimately struck down. Participants also take on program conditions: the annual participation notice, seven required subjects, and an assessment reported to WDE within 14 days. Since July 1, 2025: nothing to file. The Homeschool Freedom Act repealed the old curriculum submission entirely — your duty is to ensure a basic academic program of sequentially progressive instruction in reading, writing, math, civics, history, literature, and science. No notice, no testing, no records requirements, no teacher qualifications.
You keep schooling at home, and Wyoming’s baseline homeschool law still asks nothing — but the ESA layers program conditions on participants: an annual notice of participation to your district, instruction in the seven statutory subjects, and an annual assessment (the state test or an approved national exam) with results sent to the education department within 14 days. Those are program rules, not homeschool law.
