Rhode Island’s one school-choice program is a business-donor tax credit funding tuition scholarships at nonpublic schools — home instruction is not a nonpublic school and receives nothing, and the whole program is tiny (about $1.3 million of credit for the year beginning July 2025).
The state also sat out the 2027 federal scholarship credit as of the IRS’s June 2026 list, and a pending bill would require both the legislature and the governor to agree before any opt-in.
