Kentucky has no ESA, voucher, tax credit, or microgrant for homeschoolers — and not for lack of trying. The 2021 tax-credit scholarship law was struck down unanimously by the Kentucky Supreme Court in 2022 under Section 184 of the state constitution, and the constitutional fix — Amendment 2 — failed at the ballot in November 2024, 65% to 35%, losing in all 120 counties. State homeschool funding here cannot happen without a future constitutional amendment.
One forward-looking note: Kentucky enacted a law in March 2026 (over a veto) opting into the 2027 federal scholarship tax credit — but the state wasn’t on the IRS participation list as of June 2026, the federal program funds donation-based scholarships rather than entitlements, and its homeschool-expense rules are still being written. Watch it; don’t plan around it.

Three things, all manageable: a letter to your local superintendent within the first two weeks of your school year (names, ages, residences — every year), an attendance register plus scholarship reports (grades kept like a school keeps them), and a term at least as long as your local district’s — the public standard is 170 days and 1,062 hours. The KDE packet lists eight subjects: reading, writing, spelling, grammar, history, mathematics, science, and civics, in English.
Attendance records are open to district attendance officials, and KDE’s cooperative best-practice process means families are contacted only when there’s an attendance concern — with a window to produce the register and grade reports.
