Michigan has no ESA, voucher, or education tax credit, and can’t create one by ordinary law: Article VIII §2 of the state constitution (1970) bans public money or tax benefits, direct or indirect, for nonpublic schooling — the strictest such clause in the country. The 2022 “Let MI Kids Learn” petition drive was withdrawn without becoming law.
What Michigan families do get is shared time: free public-school electives — band, art, PE, CTE, languages — taken as a part-time public-school student while you homeschool everything else. It’s classes, not cash, and the funds flow to districts, never to families. The federal scholarship tax credit arriving in 2027 is worth watching, but Michigan had not opted in as of June 2026.

No. Under the home education exemption (MCL 380.1561(3)(f)) there is no notice, registration, reporting, or testing — ever. MDE offers a voluntary registration form; the only practical reason to use it (via the nonpublic-school option) is to request special education services through your district.
