Arkansas’ Education Freedom Accounts (the LEARNS Act ESA) reached homeschoolers without changing their legal status: every K–12 student is eligible (universal since 2025–26), homeschool families receive the full per-student amount — $7,208 for 2026–27, up from $6,864 — spent through ClassWallet on curriculum, tutoring, testing, technology, and therapies, and participants keep filing the same annual Notice of Intent as every Arkansas homeschooler. Around 16,000 homeschool families applied for 2025–26.
Two conditions worth naming plainly: EFA students take an annual norm-referenced test in math and reading (scores due by the end of June) — a program condition, not homeschool law, since Arkansas repealed homeschool testing in 2015 — and applications run in annual windows. The 2026–27 window closed June 1, 2026; newcomers plan for the spring 2027 cycle.

One annual filing: the Notice of Intent to your local superintendent, accepted from June 15 and due August 15. Switching mid-year means filing the NOI and waiting five school days before withdrawal (waivable). Beyond that: no required subjects, hours, records, or teacher qualifications — and no testing, since Act 832 repealed it in 2015.
No. EFA homeschool participants file the same Notice of Intent and remain homeschoolers under the same statute. The program adds conditions of its own — chiefly an annual ADE-approved norm-referenced test in math and reading (administered after March 1, scores due by the end of June). That’s opt-in program accountability, not homeschool law.
Independent homeschoolers: none are required — keep attendance, courses, and work samples for transcripts and your own protection. EFA families add spending documentation and test results. Either way, 10Talents keeps it as you teach and exports it when asked.
